By default, Outlook Express will delete messages that it has already downloaded from the server. With this option, you can set it to only retrieve new messages, but not delete them from the server. This gives you a kind of back-up of your mail and allows mail retrieval with another email program, for example. On the other hand, if too much mail has piled up in your mailbox on the server, it is full and you can receive no further messages. Everybody trying to send you email will get an error message. This is why this setting is particularly useful in combination with a setting that deletes your mail after a certain time.
