When it comes to cleaning emails, textSOAP for Windows does a fabulous job.It removes '>' characters. It removes unnecessary spaces, line breaks, control characters or tabs. It cleans HTML code. It wraps all text neatly.
Unfortunately, cleaning text is not all there is to formatting email. And while textSOAP can successfully add one level of quotation to a paragraph, it fails miserably if you try to repeat the process to add another quotation level, which simply is not supported.
While textSOAP supports quite flexible custom cleaners, the process is not particularly easy. It is possible to write a cleaner that turns one '>' into two, but I haven't succeeded at getting the rewrapping right, too.
