Start by creating the stationery in Scrippy as you normally would. Save it in Scrippy's native file format just to make sure you can get back to it later.
For Outlook Express to be able to use stationery, it needs to be placed in a special folder. The default folder is "C:\Program Files\Common Files\Microsoft Shared\Stationery". In order for your stationery to work reliably, you should put all necessary files (images, sounds and the stationery itself) in this directory.
Let's start with the image and sound files. Scrippy provides a handy function for this step. Select Copy Files | Copy Graphics and Sounds from the menu and select the "C:\Program Files\Common Files\Microsoft Shared\Stationery" folder.
Scrippy automatically updates the references to these files in the stationery as you copy them. So your next step already is exporting the stationery for use with Outlook Express. Select File | Export Stationery from the menu, travel to the "C:\Program Files\Common Files\Microsoft Shared\Stationery" folder and save your stationery with a meaningful name.
Now the stationery is ready to be used by others. Simply send them the stationery you just exported as well as the sound and image files from the "C:\Program Files\Common Files\Microsoft Shared\Stationery" folder. Tell them to place it in that very folder on their system and they're ready to make use of your wonderful stationery creation.
