You can either use TextSoap's own window to manipulate text you copy from your email client or use TextSoap from within that email client. With just one click, it cleans text and removes '>'s, line breaks, unwanted spaces, tabs, control characters, HTML code and more. But TextSoap doesn't stop at cleaning emails. It can wrap the now cleaned text at various line lengths and quote the text (properly) with up to four '>' characters.
Of course, TextSoap can handle formatted text (preserving the formatting and images or attachments), and it even supports Unicode so you can prettify texts and emails in almost every language used today. If the many "cleaners" that come preset with TextSoap are not enough, you can easily construct a custom script that formats text in exactly the way you like it. Using the long list of existing scripts as well as regular expressions, your creativity is the limit.
Unfortunately, a cleaner that automatically cleans up, properly quotes and rewraps email replies does not exist.
