This is exactly what Care2 does with its free email service. This makes the missing option of POP (which is available for a fee) or IMAP access easier to bare, does it not? 100 MB of online storage is not extremely much, but a good starting point.
Care2 E-mail also works reliably, has the option to block all but "green" listed mail, and you can compose HTML messages (using simple stationery) or send greeting cards easily. It's a pity Care2 E-mail does not allow searching the message store or set up smart folders that would automatically collect certain messages.
Still, a solid free email service with a nice environmental twist.
